Where it is
Plan Chattanooga, which the City Council adopted on Sept. 22, 2026, treats Lookout Valley as Area 5 and describes it as “bounded by the Tennessee River and Lookout Mountain on the east, the Hamilton County line on the west and the Tennessee/Georgia state line to the south.” This guide uses the Regional Planning Agency’s Area 5 map clipped to the city limits.
Cummings Highway (U.S. 11, 41, 64 and 72), Birmingham Highway, Browns Ferry Road, Kelly’s Ferry Road and Old Wauhatchie Pike are the main roads. Nearly all of it is in ZIP code 37419. The plan says about 46% of the land has steep slopes, among Raccoon Mountain, Aetna Mountain, Elder Mountain and the hills along the river, and nearly a third is vacant or in large single-family lots. It recommends rebuilding a village center at Cummings Highway and Browns Ferry Road, which it calls “traditionally the center of social and economic activity for Lookout Valley.” The area is also home to the Reflection Riding Arboretum & Nature Center.
